Victor began his career as an assistant to former Chicago Mayor Richard Daley, ultimately rising to the position of Director of Intergovernmental Affairs, where he was responsible for implementing the mayor’s agenda in the city council, state legislature, and Congress. After a 10-year career in the public sector, Victor left the mayor’s office to lead the Chicago government practice of an international law firm, and in 2005 established the firm now known as Reyes Kurson, Ltd.

Represented the Chicago City Council in the federally mandated redistricting process after the 2000 Census.
Represented T6 Partners, the successful bidder on the Terminal 6 Project at Chicago's O'Hare International Airport.
Represents clients on land use issues before various government agencies including: the Chicago Housing Authority, the Chicago Public Building Commission, the Chicago Department of Environment, the Chicago Department of Transportation, and the Chicago Department of Planning and Development.
As Director of Intergovernmental Affairs for the City of Chicago:
Developed and coordinated the annual legislative agendas for the City of Chicago, the Chicago Park District, the Chicago Transit Authority, and the Chicago Public Schools.
Assisted in the drafting, enactment and implementation of various municipal code amendments.
