Mr.Liston is a partner in the firm of Liston & Tsantilis, P.C. He has focused his practice in the area of eminent domain and property tax litigation. He currently represents Fortune 500 companies and landowners in eminent domain and property tax litigation matters in suits filed by local, municipal and state agencies throughout the United States.
Mr. Liston has successfully represented large and sophisticated commercial and industrial businesses, condominium associations and owners of multi-complex units in eminent domain matters and property tax matters.
In his expertise in the eminent domain field, he has represented public bodies and acted as assistant deputy counsel for the Metropolitan Water Reclamation District. Specifically, Mr. Liston represented the Metropolitan Water Reclamation District along with the U.S. Army Corps of Engineers in connection with their multi-billion dollar public works project known as the "O'Hare CUP Deep Tunnel Project." This project was one of the largest and most complex land acquisition projects in the United States which included property acquisition's of hundreds of thousands of acres of land for the underground tunnels that traveled throughout the State of Illinois, much of which was occupied by major public utilities. It was, therefore, necessary to obtain formal approval from the Illinois Commerce Commission to relocate nineteen different public utilities. In addition, he formerly was a special assistant attorney general representing The Illinois State Toll Highway authority and was formerly a special assistant for the Illinois Department of Transportation in Eminent Domain matters, where he actively litigated eminent domain cases throughout Illinois.
Mr. Liston is a frequent lecturer on eminent domain matters for the Illinois State Bar Association, the Chicago Bar Association and the American Bar Association.
In the area of property tax litigation, Mr. Liston currently represents Fortune 500 companies and numerous commercial and industrial property owners throughout the Midwest, including in several Illinois counties: Cook County, DuPage County, Will County, Kane County, McHenry County, Lake County and Peoria County.
Mr. Liston has helped revise the Cook County Assessor's Incentives Program for the retention of major manufacturing plants, and commercial properties in Cook County as well as multi-family housing, which have resulted in retaining jobs and providing housing for low income residents.
Additionally, through his assistance in revising the Cook County Real Estate Incentive Program, Mr. Liston has helped to reduce the real estate tax burden on major manufacturing facilities, commercial facilities and senior citizens.
Mr. Liston serves on the Real Estate Taxation and Real Property Committees for the Chicago Bar Association. He also serves on the Illinois State Bar Real Estate Committee and the Real Estate Tax Committee and serves on the General Assembly Illinois State Bar Association.
Notable Cases and Results:
OHare CUP project. To date it is the largest acquisition of land and mineral rights throughout Illinois. On this case, Mr. Liston's role was special counsel for the metropolitan Water Reclamation District.
