He is a past President of the International Association of Defense Counsel, past Chair of its Illinois State Membership Committee, past Chair of its Products Liability Committee, past member of its Executive Committee, and former faculty member of the Defense Counsel Trial Academy. He is a past President of Lawyers for Civil Justice, a national coalition of insurance executives, senior corporate counsel and defense lawyers advocating reform and improvement in civil litigation. He was formerly on the Board of Directors of the Defense Research Institute (DRI). He has been elected a Fellow of the American College of Trial Lawyers and the Society of Trial Lawyers (Illinois). He is a member of the American Judicature Society and the Illinois Defense Counsel, where he was Chair of its Products Liability Committee. He was also a founding director and is Treasurer of the Bar Association of the Central and Southern Federal Districts of Illinois and serves as liaison of the Central District to the Seventh Circuit Bar Association. Rex currently serves as President of the Peoria County Bar Association.
He is a member of the Illinois State and American Bar Associations.
Rex is active in many civic organizations and serves as Chairman of the Bradley University Board of Trustees, as well as the Vice Chair and Executive Committee of the Board of Governors of the American National Red Cross and the Board of Directors of AmeriCorps* National Civilian Community Corps. He is also on the boards of Forest Park Foundation, Peoria Historical Society, St. Francis Medical Center (Vice President of Board), Peoria Sister City Commission, the Creve Couer Club (past President), and Peoria Gridiron Dinner, Inc. (past Chair). He is past Chair of the Midwest Region of the American Red Cross, past Chapter Chairman of the Central Illinois American Red Cross, past President of the Board of Children's Hospital of Illinois, past President of Family House, former Chairman of the Board of the Peoria Area Chamber of Commerce, a former Director of The Economic Development Council of the Peoria Area and the Peoria Convention and Visitors Bureau.

He is the author of works such as: "How the New Federal Civil Rules Will Affect Defense and Corporate Counsel," "Update on Duty to Warn," "Preparing Your Expert Witness to Answer the Hard Questions at Deposition," "Defenses to Products Liability," and "Franchisor Liability Under Federal Securities Law"; he has written "Defenses to Product Liability" for the Illinois Institute for Continuing Legal Education in each handbook since 1980, authored a chapter of the Defense Counsel Training Manual, and a chapter of Winning the Defense Verdict.
Rex is frequently called upon to speak on products and professional liability issues before many organizations. He is also a regular lecturer and author for professional organizations concerning trial tactics and strategies. He chaired the meeting and spoke on "The Expert Dilemma-Challenging the Unreliable Expert Testimony," spoke on "International Litigation - Issues of Concern to Multi-National Corporations" and other presentations at meetings of the International Association of Defense Counsel and many other groups. Chicago Magazine selected him as one of the top 100 Super Lawyers in Illinois in 2005.
